CODING RULES FOR FIRE SAFETY

Introduction

Under current law the Greek buildings are classified into two categories depending on the date the building permit was issued. Therefore, in order to conduct a fire study, we should initially be aware of this element. If the building is either arbitrary or too old, we have to look for the date of manufacture of DEH (certificate of first power supply) or other public service. Later, after sorting by date, we search for the building's main activity, in order to match the building with the Gazette to conduct the study.

CLASSIFICATION OF BUILDINGS

1.Buildings were the building permit was issued before 02.17.1989. These buildings under legislation are characterized as existing.Generally classified into the following broad categories:

1.1.Small industries and industries, dealt with FEK90/30-01-2006, F15/oik. 1589/104.
For the first approximation of the required means, the following information is required,
1.1.1.The area of the building
1.1.2.The number of floors
1.1.3.Activity
1.1.4.Usage of fossil fuels
1.1.5.Usage of natural gas and LPG
1.1.6.Usage of other hazardous materials
In general and based on what the above figures are, i study the category in which the installation is classified with the ultimate goal to determine the minimum required by law means. For example, a carpenter with an area of 1850,00 m2 falls in the category Ab Ka25 and requires the installation of permanent water supply network. The key budgetary cost of such an installation is about 15.00,00 €. Included are, portable fire extinguishers, triple pump station, water tank, fire extinguidher cabinets to cover all sites and pipelines.

1.1.Coomon places for the public, other than public theaters and entertainment centers with an orchestra and a population of more than 200 people. These companies are eg restaurants, pizzerias, cafeterias, etc.

These buildings are examined by 3/81 Fire arrangement.
For the first approximation of the required means, we require the following information,
1.1.1.The area of the building
1.1.2.The number of floors
1.1.3.Activity
1.1.4.Existence of kitchen
1.1.5.Usage of natural gas and LPG
1.1.6.The number, direction of opening and width of escape routes
The purpose of this study is to determine the theoretical population of the building under which the classification will be identified and the necessary means of fire security will be determined. For example in a ground floor restaurant, whose kitchen makes use of LPG and has an area of 350,00 m2.
Step 1. Measure the area of auxilliary spaces (kitchen. toilets, bars, etc.) e.g. 90,00 m2
Step 2. Subtract this number from the total area and we have 260,00 m2
Step 3. For area with tables and chairs divide the payload area by a factor of 1.4 persons/m2 The result is the theoretical population that is 185 people. This operation in accordance with current legislation falls under category A and in accordance with that, there are required two exits of width 1,10 m with a direction of opening in the direction of escape. In terms of fire security installations the following are required, a gas detection system using an electromagnetic shutt-off valve, water points (small hose stations to supply hose ½'' and connection to the water network), security lighting, portable fire extinguishers and local application system.

1.1.Theatres, cinemas and public halls with a population of over 200 people. These buildings are addressed by the Regulation of cinemas/theatres.

For the first approximation of the required means we require the following information,
1.1.1.The area of the building
1.1.2.The number of floors
1.1.3.Activity
1.1.4.Usage of fossil fuels
1.1.5.Usage of natural gas and LPG
1.1.6.The number, direction of opening and width of escape routes
The purpose of this study is to determine the theoretical population of the building under which the classification will be identified and the necessary means of fire security will be determined In theaters and movies in general the calculation coincides with the number of permanently installed seats. In clubs the population is calculated according to paragraph 1.2. Attention, regardless of the population in this category two exits of width 2,00 m each with direction of opening towards the escape route, are required. For example, in a ground floor amusement center, whose kitchen uses LPG and has an area of 650,00 m2.
Step 1. Measure the area of auxilliary spaces (kitchen. toilets, bars, etc.) e.g 90,00 m2
Step 2. Subtract this number from the total area and we have 560,00 m2
Step 3. For an area with tables and chairs, we divide the payload area by a factor of 1.4 persons/m2 The result is the theoretical population that is 400 people. Under Regulation of cinemas/theatres we require two exits with 2,00 m width, with direction of opening towards escape route. In terms of fire security installations thw following are required, a gas detection system using an electromagnetic shutt-off valve, permanent water supply network, local application system, security lighting, portable fire extinguishers and local application system.

1.1.Warehouses, are dealt with Fire Order 6.

For the first approximation of the required means, we require the following information,
1.1.1.The area of the building
1.1.2.The number of floors
1.1.3.The type and quantity of materials stored
1.1.4.Usage of fossil fuels
1.1.5.Usage of natural gas and LPG
1.1.6.the number, direction of opening and width of escape routes
The purpose of this study is the calculation of the building's pyrothermic load under which the classification will be identified and the necessary means of fire security will be determined. For example a ground floor storage area of advertising material 1650,00 m2:
Step 1: determine the type and quantity of materials. The area under consideration is used for storage of advertising materials such as glass and ceramic beer glasses. These materials are inflammable but packaged in boxes and mounted on wooden pallets. It is estimated that the total amount of paper in the warehouse will be 2000.00 kg and the total quantity of wood 5000.00 kg.
Step 2: determine, using the tables P.D.6 the price of energy released during combustion per kg of each material. The amount of heat released from burning 1kg of paper is 18,7 MJ. The amount of heat released from burning wood 1kg is 18,57 MJ
Step 3: In accordance with Annex A of 6/96 PD the pyrothermic load of the warehouse is calculated from the below:

A = B * C / D
where:
A = average density of pyrothermic load MJ/m2
B = amount of heat released by burning 1 kg of material MJ
C = quantity of material stored kg
D = total area warehouse

For this warehouse we have
B = 18,70 MJ, C = 2000 kg, D = 1649,56 m2
So A1 = 22,67 MJ/m2
B = 18,57 MJ, C = 5000 kg, D = 1649,56 m2
So A2 = 56,28 MJ/m2
A = A1 + A2 = 78,95 MJ/m2
We note that the warehouse belongs to Z1.
In terms of fire security installations the following are required, installation of water supply, security lighting, portable fire extinguishers and local application system.

1.1.Small stores are examined with PD 8a. This category includes all little shops like bookstores groceries, hairdressers etc.

For the first approximation of the required means, we require the following information,
1.1.1.The area of the building
1.1.2.The number of floors
1.1.3.The type and quantity of materials stored
1.1.4.Usage of fossil fuels
1.1.5.Usage of natural gas and LPG
1.1.6.The number, direction of opening and width of escape routes
This category includes the common stores for which the fire brigade issues a fire security certificate without an autopsy.
The necessary means are for each level a small fire cabinet, 2 portable cone fire extinguishers 6 kg and 2 security lights.

1.2.Medium sized stores such as mini market, super market of small size are examined with PD 8.

For the first approximation of the required means, we require the following information,
1.2.1.The area of the building
1.2.2.The number of floors
1.2.3.The type and quantity of materials stored
1.2.4.Usage of fossil fuels
1.2.5.Usage of natural gas and LPG
1.2.6. The number, direction of opening and width of escape routes
The content of the study depends on the floors of the building and the layout.

1.3.Stores such as large shopping centers, are discussed with PD 1.

For the first approximation of the required means, we require the following information,
1.3.1.The area of the building
1.3.2.The number of floors
1.3.3.The type and quantity of materials stored
1.3.4.Usage of fossil fuels
1.3.5.Usage of natural gas and LPG
1.3.6. The number, direction of opening and width of escape routes
The content of the study depends on the floors of the building and the layout.

1.4.Homes for the elderly, are dealt with PD 1.

For the first approximation of the required means, we require the following information,
1.4.1.The area of the building
1.4.2.The number of floors
1.4.3.The type and quantity of materials stored
1.4.4.Usage of fossil fuels
1.4.5.Usage of natural gas and LPG
1.4.6.The number, direction of opening and width of escape routes
1.4.7.The number of stairs and the width thereof.
The purpose of this study is to determine the theoretical population of the building under which the classification will be identified and the necessary means of fire security will be determined. This provision is the most rigorous of Greek legislation. The calculations and cost estimates of required resources require particular attention because usually the buildings are inhabited by people with disabilities.

1.5.Hotels, are dealt with the PD 71/88 Articles 16, 17 and 18. With this provision hotels with more than 20 beds are studied.

For the first approximation of the required means, we require the following information,
1.5.1.The area of the building
1.5.2.The number of floors
1.5.3.The type and quantity of materials stored
1.5.4.Usage of fossil fuels
1.5.5.Usage of natural gas and LPG
1.5.6.The number, direction of opening and width of escape routes
1.5.7.The number of stairs and the width thereof.
The purpose of this study is to determine the theoretical population of the building under which the classification will be identified and the necessary means of fire security will be determined. For the study detailed plans and an autopsy are required. The purpose of this study is to fill in the lists of legislation according to which the necessary means will be identified.

2.Buildings whose building permit was issued after 17/02/1989.

These buildings according to the terminology of PY are characterized as new and are all examined according to the articles of PD 71/88. For these buildings a study of passive and active fire protection is required, in order to be granted a building construction permit. We ask for a copy of the study and check the means reflected in it. If a rapid approach is required, that can be done using the guidance in existing buildings.
Caution:
Accurate cost estimate can be made only after autopsy and study. In the existence of studies, we can estimate materials and the approximate cost of the facilities. In each case the study-even wrong-bounds the customer. In each case the minimum requirement for premises is a small fire cabinet, 2 security lights and 2 portable extinguishers 6 kg powder. Fire roof extiunguishers are required in commercial premises where the overlying floors are residences, schools, offices, public concentration halls.
